The government portal site is an important part of e-government in the construction,and is the window that government provide electronic management and service. With the development of information technology,Information commutation and cooperation between heterogeneous application system have already focused on,and become a emphasical problem in the field of the e-government portal.On practical grounds, the integration of services is a basic requirement of Public Administration portals, which aim at gathering and transforming processes-needed for a particular citizen's life event-into one single service and the corresponding back-office practices. Based on this situation, researehers put forward one-stop government portals, with services composition to integrate with the existing web services, to interoperate. In real application, as the lack of semantic reasoning on services composition, it does not meet adequately the needs of users..In response to this Problem,the author has constructed a semantic Web service-based Architecture for the Interoperability of E-government Services, trying to meet the real needs of users.This paper discusses the frame mode and analysis deeply the key technologies involved in it, consturcts ontology conceptual model, analysis implementation steps of the system. Finally, the paper through case analysis, confirmed the theoretical basis of the system and advantage, explained the implementations of a semantic Web service-based architecture for the Interoperability of E-government in both at home and abroad.
