With the information-based advancing steps of our country and rapid development of Internet technology, e-Government extremely urgent to increase to the work schedule. And in the development of the large number of e-government system, the existence of a lack of unified standards, which many e-government system could not work together, and formed a number of e-government in the "islands of information", it is difficult to achieve information sharing. At present, the solution to the sharing of information technology, including: point-to-point integration, middleware and CORBA, DCOM, RMI. But these traditional application integration methods failed to achieve a good cross-platform, scalable, flexible, low-cost solution application integration needs. And the use of Web Services solution can truly be at a lower cost, convenient solution to e-government systems integration.This paper briefly introduced the development of e-government and the status, and pointed out that the current and future e-government construction should focus on the integration of legacy systems. Use of a service-oriented architecture (SOA) model, this paper designed Web Services-based e-government model level framework designed to achieve e-government systems integration purposes.In this paper, as an example, "The system integration of the database of the local tax in Guizhou province" , the analysis of the project and the physical model of the design, using the framework of the new Web Services, J2EE and C # using System framework and a variety of databases, to development the tax system client and server side. Detailed description of the Web Services for the development, deployment, use and transfer of the whole process and security of Web Services.Finally, the summarization of Web Services excellence, disadvantage and development direction will be indicated.
