Along with the development of e-government in our country, government electronic procurement, as an important part in G2B, is also need of a complete solution. The existing government e-procurement solutions just rely on websites, so?the functions are limited. Furthermore, the websites are isolated each other, and information cannot be shared. Therefore, how to build a complete, efficient, and scaleable government e-procurement system is worth researching.This paper applies Web Services in the government e-procurement system. Because Web Services has advantage such as lower coupling, more suitable for Internet applications etc. relative to the other distribution technologies, using it can build an efficient, open, inter-operable government e-procurement system.This paper has established an open, unified government e-procurement system model from systematic opinion, and elaborates the details of system interfaces design, standard XML schema design and system security model design etc., furthermore, this paper also puts forward an idea that establishes an unified information registered center (UIRC), which can make information be fully shared. Finally, this paper gives an example to demonstrate how to implement the system.The research of this paper has broken through the limitation of the existing government e-procurement solutions, gives a reference to those who want to establish government e-procurement systems and who want to establish other e-government applications based on Web Services in the future. |
