E-government is a prerequisite of the information society. A country's need for information comes from the various forces. In the development of the information society, the government as the "central node" of national information flow plays an irreplaceable role. At present, the main problem of e-government is the information islands among various governmental departments. The heterogeneity of systems led to poor integration capability, low effective utilization of data and difficulty maintenance. These factors hinder the development of e-government system, and restrict the roles government played.In this paper, in accordance with the current situation in building of e-government in China and the development trend, based on actual work experience, by using Web Services, e-government can integrate the current fragmented and heterogeneous systems, at the same time, resolve the information sharing and collaboration issues. Based on XML and other Internet standard protocols, Web Services has many characteristics, such as simple, open, flexible and dynamic. Those characteristics determine that Web Services is the best way in data exchange and sharing.By the introduction of Web Service technology, e-government can achieve strong integration capabilities, loosely coupled capabilities, and remove information islands. However, because of the complexity of e-government systems, the introduction of Web Service must cause many issues, such as data format conversion, data consistency, data multi-source, data redundancy and Web services security. This paper will focus on solution of these issues in the actual system. Firstly, the Web Service and XML technology will be simply introduced. Secondly, The Quality Supervision Project will be analysis and design, with a focus on the design, implementation of Web services and the Implementation of Web services security. The design of Web services focus on data access and data consistency, including settlements of multi-source data, data redundancy and so on. Through WS-Security frame and the combination of XML encryption and XML signature technologies Web services security will be resolved. Finally, the article points the advantages and disadvantages of Web Service application in e-government, as well as the future development trend of e-government.
