Global network and information technology are changing people's lives and work. E-government information become more and more important. How to build a prototype e-government can be suited to the various government departments,also is an imminent problem of government information。In recent years, the Urumqi Municipal Construction Committee information technology administration departments at all levels of the active efforts of the development has been made. In network construction, application development, information resource utilization, equipment maintenance management, planning, standards development, technical training, some success has been achieved with a certain foundation, but there are cities in this region can not meet some the business needs of the construction supervision and constraining the developmentIn the existing network infrastructure, the Urumqi Municipal Construction Committee will set up an information release, document processing, office management, office business resource library functions, such as the Chief of Integrated Office Information System, a comprehensive information processing building to the Chief as the main body, to achieve Chief information sharing and collaborative work online paperless system; to improve the quality and efficiency of office, the realization of "one-stop" office mode.This thesis first provides an overview of e-government system from home and abroad, to pose the existing e-government issues. Service-oriented on the current state of technology, characteristics and advantages of a brief introduction have been referenced in the Chapter Two. On the J2EE technology trends in the development of a simple note, and itstechnical characteristics of a more detailed analysis. ChapterⅣof the J2EE platform for the detailed e-government process, given the specific design of modules and subsystems to achieve the various functions.Finally, the proposed design of the existing system a source of ideas and concepts, explained the need for the establishment of the existing system, and the establishment of e-government applications, put forward views and perspectives on the problems that exist in the system are described on the based in the direction of development of J2EE systems and applications, as well as the work in the future to be discussed.
