The non-paper test has been carrying out to take the place of the traditional manual test method with computer technology, and this is an active research field in computer technology within the recent years. For computer courses, especially some practical courses, the traditional test method can merely test students' logical reasoning ability and calculating ability,while can not check the students' practical ability effectively. But the non-paper test method not only overcomes the disadvantage of the traditional test method, but also makes the test process more automatic and scientific.In this paper, a brief introduction on the design of the Examination system on Information Technology Based on Client/Server mode is delivered. The most noticeable characteristics of the software are the convenience in use and maintenance, and low request for hardware.In the Examination system of information technology of the Primary and Secondary School,the operating of Internet is an important part of the examination. In this paper, the technology of how to realize simulation Internet on the single computer is discussed. We introduce how to develop the web server and email server with VB.Automatic test paper generation is a important problem in modern education technology. In this paper, a application of PBIL (Population-Based Incremental Learning) algorithm to this problem is researched for the first time. It has been proved that PBIL algorithm is a suitable method in solving this problem in two aspects, flexibility to attach restrictions and stability of the process.
