Along with the rapid and violent development of computer and communication technology, especially the widespread application of Internet and Intranet, Electronic Government has become one of the foremost informationization fields nowadays. The construction of the Management Information System (MIS) is one important aspect of the Electronic Government in our country. And the development and application of the Management Information System (MIS) is springing up in many industries of our country.In this paper, to manage the information system of Harbin Traffic Bureau using the mode integrating Client/Server and Browser/Server is brought forward. Based on the idiographic demand of traffic bureau and exploitation theory of modern software and mixed structure of C/S and B/S, we researched the Management Information System of Harbin Traffic Bureau combine with database technology. And then, we run a series of test about function, performance, useableness and client compatibility to prove that the system achieved originally requirement of design. We also analyze solution of system from eight aspects namely security, once entry, text retrieval, database interlinkage, workflow processing, page processing and mail disposal. In order to solve practical problems, we presented the methods such as dynamic warrants, bitmap sign, transaction control, error information capturing and so on. Also, we discussed the technology of Active Server Page and Java Server Page, and have achieved function of the system by these technologies at last.It will solve exacting problems after integrating traffic data management center, with the purpose of efficient exchange and sufficient sharing information, to achieve the target of "much channel, informative, strict examination, do well management, issuing quickly, easy inquiry". And it will provide data of traffic more completely and more systematic and more authoritative and more efficient.
