| In network age, the forms for the public to participate in the management of State affairs have witnessed brand-new changes and so does governance modality. The messes increasingly tend to report on their complaints, deliberate state affairs, give their suggestions, and uphold justice by Internet. Likewise, the government utilizes Internet to know social conditions and understand public's will, to strength oversight by public opinions, and to transform the governance modalities. Firstly, in this paper, the author integrates several trends of study in fields of mass communication, Public Opinion, political science, Principles of Management, sociology and ethics, and adopts the method of historical investigation combined with logical analysis and case study combined with comprehensive illumination. The author aims to conduct a comprehensive research on discussing politics on Net ---a political practice as well as the equivalent of social experiment. ---and discusses the origin, forms, and the course of discussing politics on Net. Secondly, having dissecting some cases of the last few years in pubic event on Internet ,the author reveals many realistic dilemmas and contradictions in the development of discussing politics on Net, such as irrational tendency, making network entertaining., unequal chances of citizen's discourse power, and false construction in public sphere. Thirdly, the author discusses the relations and interactions between discussing politics on Net of the netizen, network ruling of the government, and inquiring after politic in networks of the media. Based on three aspects above, the author puts up with countermeasures for strengthening and improving the form of discussing politics on Net in terms of institutional guarantee, policy support, legislative guarantee, management innovation, the openness in government affairs and civil education for all-round development, with the hope of establishing an integrated frame for the research on discussing politics on Net. |
