Research And Countermeasures On China’s Management Of The Network Public Opinion

With the rapidly worldwide development of Internet, online media has been recognized as "fourth media" following the newspapers, radio and television,which reflected the social opinions and has become one of the main carrier of public opinion. The internet provides not only for public participation in shaping a new political environment, but also expands political participation channels for political participation and improved means tohave political participation take on a new look.In recent years, the form of online public opinion plays an significant role in the events,which have aroused widespread public conflicts in various types of social and state emergencies, such as Yihuang demolition event, Weng’an incident, Gang-gate, Yang’s Watch gate etc. At the same time, we should also be aware of the fact that there are still some problems in China’s current monitoring public opinion, such as the security of network data, Internet information confusion, etc. The betterment of the strengthening the administration is imperative.Currently the development of China’s online public opinion makes its complicated presence:the online verbal attacks and unfaithfulness, the formation of "media judgment" during the promotion, have already troubled the community in its development stage. China’s online public opinion is still in its early stage,which is obviously proved by the delaying,suppression,and deficiency in terms of the governmental reaction when dealing with public emergencies. And we possess a relatively insufficient experience in the administration study of online public opinion.With a below-standard system of supervision by public opinion,we are still facing some shortcomings and deficiencies:the lack of administrative setups, the imperfection of the legal system and so on.Therefore, on the basis of the foreign expeience of administrative modes and approaches, this paper suggests the following aspects to strengthen our administration of online public opinion:improvement of the administrative mechanism in developing the online popular opinion, strengthening the governmental supervision in directing public opinion, establishing a sound information-filtering system for the online public opinion and helping the netizens build a righteous moral sense though quality-oriented education and preparing the government to face the civil supervision.
