Research On The Realistic Dilemma And Countermeasures Of Network Public Opinion Development

In recent years, the most important changes in China political ecology is that the internet is playing more and more significant roles. Although starting late, we are catching up with the developed countries in Europe and America, and becoming huge new wired country. People in this background feel the most is the great power that the network public opinion show us. Network public opinion which depends on the internet has become the most important way that the ordinary person give their opinions or show their dissatisfaction and the means by which the government can communicate with people or collect ideas. Everything has its advantages as well as disadvantages, so is network public opinion. The false information and plight of the expression, not only affect the development of itself, but also the stability of the social order. Many scholars has worked on this and try to a way to deal with this. This paper attempts to put Habermas’ s public sphere theory into the analysis of network public opinion, in order to understand this in a high level.Firstly, we regard Habermas’ s public sphere as an ideal form with which the network public opinion can compare. On this basis, we give the proposed function orientation of network public opinion, in order to better understand the dilemma. In analysis of the plight, by the help of Habermas’ s public sphere, we find out deeper dilemma in network public opinion. Such as monotony under the appearance of diversity, expression dilemma under the constraint of the public power, business principles intrusion and network public opinion justice problem. This paper try to find the reason from three aspect: society, government and the net itself. In chapter V this paper explored the way to make things right and some specific measure. This paper suggest to replace management in which the government is the only subject with governance which everyone can join. The reason that this way is better is partly because the net is centerless, so it can be apt to the age of the internet. It has valuable reference to current government reform.
