With the economic globalization and the trend of knowledge-based economy, the human resource has become the key resource for enterprises to obtain and maintain the competitive advantages. In order to make the potential productivity transform into actual productivity, the development and management of human resource must be strengthened. A number of business regulation that combine the human resources, the rational allocation, education and training, staff incentives and other means effectively, enterprises can greatly improve productivity for enterprises to create more wealth, so that enterprises in market competition is conducive undefeated.Training building is a strategic issue. Since China adopted the reform and opening-up policy, our country press industry has developed quickly in the reform and competition. Compare to the developed countries, in the sorts and quantities of the products, we have been the big power in publishing. But in value of the products, we are still small one. In domestic, the competition of publishing enterprises have been escalating, and the whole publishing industry will be facing a severe challenge of reshuffle. In fact, the competition of publishing enterprises are the competition of talents. Facing the intense market competition, the publishing enterprise should attract and train talented personnel to survive and develop. The training of the talented people is more important to Liaoning Publishing Group Co., Ltd, who is one of the experimental units of national cultural restructuring and try to create the first largest shareholder in our country press industry. Based on the modern human resource management, and according to the strategy and program for development of Liaoning Publishing Group, this study puts forward the schemes for talent training and planning, analyzes the demand for talent during the development and transition of the company, and considering the actuality and the situation of the human resources in Liaoning Publishing Group work out human resources development planning for the Group. The purpose of this study is to help the Group to achieve development strategy, accelerate the development of controlled, enterprising, modern and international media group, and provide a powerful guarantee for the Group to serve the strategy of development better.According to the strategic planning and human resources development of Liaoning Publishing Company, this paper analyzes the current problems in personnel, and brings forward the development of human resources planning for the Liaoning Publishing Group. Then according to human resources planning of the Group, combined with the modern human resource management and the external environment of the Group, this study puts forward the measures to realize the development programs in human resources of Liaoning Publishing Group.Modern human resource management, which is the new management mode in Modern Business Administration, has been valued gradually by publishing enterprises in domestic. Proceeding from the research of the human resource management, in the Group, and analyzing the external environment and the actuality of the enterprise, the author probes into the human resource management, in Liaoning Publishing Group's transformation, brings forward the human resources development strategy of Liaoning Publishing Group, and lists the measures from aspects of introducing from the outside, training inside, perfecting the system and so on, to realize human resources strategic objectives of Liaoning Publishing Group.In all the resources we possess, human resource is the most valuable one. As a result, it is the core of modern management. Improve human resource management development and management are not only the needs of developing economic, improving market competence, and the important guarantee for keeping long-term flourishing to a country, a nation, a region and an enterprise, but also the important measures for modern man to exploit the potential talent, meet the needs of the society and change the society. Exploit the potential talent, improve technical skill, fit in with the society, integrate into the organization, create value and dedicated to a society all rely upon human resource management. On the modern human resource management in enterprises, we pay more attention to the value and significance of human resource management to an enterprise. Nowadays, the significance of human resource management to company are mainly reflected in the following aspects:1.Enterprise decision-making. Human, financial, material, information, etc. are the main aspects of enterprise management concern, in which human is the most important, alive and the first resource. Only manage human resources well can seize the essence and program of management. In other words, only make sure about the program, and then we can perfect the details.2.Human resource department. Human are not only the"object"of management, but also the"subject"with thinking, feeling, and subjective initiative. How to establish scientific, reasonable and effective policy and system of human resource management, and provide effective information for enterprise organizations to making decision are always the subject of human resource department.3.General managers. Any manager can not be a"universal messenger", and should play a role of"decision-maker, guidance, and coordinator". He not only need to complete work effectively, but also need to train the subordinates, exploit the potential talent of the staff, establish good team work spirit and so on.4.An ordinary staff. Everyone wants to take control of their own destiny. However, every staff concern and confuse about the question of what is fit for itself, what the goal of the enterprise is, what the value of it is, and what the job responsibilities are, how to integrate into the enterprise effectively, how to develop own potential talent according to the goal of the enterprise, and how to design own career life, etc. I believe the modern human resource management will provide effective assistance for each staff.
