Publishing Group established on the basis of the enterprises and institutions which was attached to Press and Publication Bureau. The developing planning of cultural industries with landmark Significance means the development of cultural industries up to the national strategic level. With the accelerated pace of reform in cultural system, China's publishing industry, including the publishing group, is in an increasingly complex environment, the development of publish Group will facing a major challenge in the next two decades. In this context, the study of strategic human resource planning system was not only benefit to achieving the group's business strategy and strategic transfering of human resource management, for the same publishing industry and other businesses human resource management also has a reference value.In this study we drawed on theory of strategic human resource management, using the theory and research methods according with human resources strategic planning, based on Group's development strategy and internal and external environmental analysis, strategic human resource planning, which include overall goal, strategic human resource management transfer and human resources strategy in differences as main human resources strategy, was proposed. And then take-depth interviews, sample surveys, access to company documents, industry research and other methods, to analyze the status of the Group's human resources from the human resource situation of its management, the overall and the key positions, the human resource supply from both internal and external labor Market, based on the Group's development strategies, organizational human resource supply and the status, the Group's senior human resources managers and professional and technical personnel needs were predicted. Finally, according to the Group's total strategy and business strategy, combined with existing human resources, corporate status and forecasts of future human resource needs and supply, we developed the system of strategic human resource planning for the next five years which mainly by the overall goal, milestones and areas of human resources recruitment and talent pool, the performance management, pay systems, staff training, employee career planning and corporate culture are equally composed.Implementation of the outcome of this study will help the publishing group transfer from the traditional personnel management to strategic human resource management, eventually through the results of employee-centered as the center trigger to organize the results, creating one of the other companies can not imitate the competition advantage.
