With the popularity of computers, all kinds of new technologies are used in railwaysystem. As an important component part of railway, the power supply system is responsiblefor locomotive signal, production and part of the enterprise production and citizens life powersupply. For the bottom-round power supply stations of railway, the existing managementmode, service consciousness ideas and the charging management system can't fulfill the needof the railway development. The software that Harbin railway power supply station used isstandalone version, it is a single-function, although the bills are printed through computers,but the bill data inputted by hand and it is influenced great by the subjective effect.it not onlyfailed to transfer the user power meter data but also has no the analysis and statistics functionsto the database information. It is a new subject for Harbin railway power supply department,the subject include improving the electric charging management level by making the exitingmanagement of the railway power supply into computer management and turning traditionalpower charging into automatic deposit.Through studied the existing problems and the drawbacks in Harbin railway powersupply charging management, in order to solve the problems, this paper optimized thecharging management process and set up information management system structure whichadapt to power supply charging model. The developed charging management system issuitable for the real situation and fulfilled all the basic function,and which of reliability andoperability are verified.Power supply charging system consists of management unit, chargingunit and equipment unit,they are the foundation framework of the whole system. Each unit isclear and related that achieved the scientific and overall management. The System databasecenter is set at the railway business department, all the workshop around transfer the data by the internet and the workshops in station transfer the data by local area network to the railwaybusiness department The each workshop achieved the user power data update and billprinting by the means of depositing the power fee in charge hall or recording of meter readingmachine, this also achieved the station,the workshop and the work area three-level powersupply charging scientific management.According to the characteristics of the powercharging, the whole system model is set up and which can analysis and design the chargingsystem, including the charging system business process analysis and functional modeldesign.The paper introduced the design of charging model and researched the building ofcharging management system platform and the key technologies of database.This paper mainly on Harbin power supply section charging management system areanalyzed and studied, the charge management system design and application. The first partanalyzes the Harbin power supply section charging management existing problem, propose asolution to the problem, put forward the power supply charging management system generaldesign principles. The second part of the system function, design the overall structure,established the power charging mode, the power system data model and main functions of thedesign. Finally further electricity charges management system prospect.
