With the market development of power industry, in order to improve the quality of service and the development of power market, power industry is also accelerating the pace of information construction, electric power marketing is the key link to improve the economic benefits of the company, charge system is the key power recovery of power marketing, is directly related to the interests of enterprises, township level of power supply enterprise charging system is to solve the enterprise the question of charges.In recent years, the power supply enterprise family table user quantity sharp increase, the traditional charging methods by the business hours, the place of business, security and other constraints, leading to the user fees difficult problems have become increasingly prominent, therefore, according to the current situation of China Southern Power Grid Dongguan Power Supply Bureau under the District Electric Power Company electricity charge, using the method of system design, a design based on the B/S(Browser / server) mode of electricity charge system. Using the thought and method of software engineering, firstly is the analysis of the power supply enterprise system needs analysis, including the feasibility of the system analysis and system design of the overall goal of building. Then the design of toll collection system, hierarchical design of electricity charge system, through the analysis of business logic, hierarchical structure and each function module of software system are given, then according to the analysis of business process, the business logic model of curing, the design of the backstage database table structure, the design of database tables. Finally the realization and testing system, introduces the implementation of business process, including the implementation of algorithm, system’s main business logic implementation of test cases, part of the interface and so on, the test proved that the system has achieved the design goal to meet the needs of users.The design of the system of charging means for information electricity charge, so as to when and where the user can pay for electricity, power supply branch can timely implementation of tariff recovery, introduces the system design, system function and system architecture, lays a foundation for the development of toll system.
