WebGIS integrates Web and GIS technologies. It has many advance figures, such as convenience on information sharing, wide link access, large expansion space, efficient balance on calculation loading, and ease of maintain and update. Based on this technology, the electronic tax system (E-tax) has splendid potential in future use. However, due to the immaturity of WebGIS technology, how to develop a well-performed WebGIS-based E-tax still faces many problems.This study tries to move the first step in this field. It begins with an introduction about the background of WebGIS and the characteristics of some popular WebGIS products, and then we analyze and summarize the weaknesses and problems in current tax systems.With the strengths of WebGIS, we try to solve some key problems in current E-tax. Based on .NET, we combine the C/S and B/S technology to build up a four-layer architecture model. According to Inland Revenue data continuity requirements,we apply reverse engineering method to refine and inherit valuable legacy data. We also set up the spatial database in order to make geographic information coordinate with tax indexes. We use the GIS data interpolation algorithm to calculate the geographic level and geographic indexation to tackle the difficult of quantifying geographic location parameters. MapXtreme 2004 is used to develop a geographic-based solution, and ASP.NET and COM+ object pool are used to increase the system performance. Then we realize the theme map of tax sources, and raster images as well as eagle-eye maps. We design and develop the tax inspection data warehouse, and use the decision tree to create OLAP data mining model to analyze the tax status.This study realizes a WebGIS-based tax management system. Under Visual Studio.NET 2003, this system performs well on data integration, geographic map display, information search, tax limit setting and business analysis functions. According to the results of the anti-load test and the resources occupancy rate of data mining test on our system, we find that this system has good stability, concurrent and anti-load capability, and the analysis results are highly satisfactory.
