As the deepening and popularization of the research and application of WebGIS (WWW Geographical Information System), the traditional method to realize WebGIS simply adopted network has hadn't fit for the development of WebGIS, because it is difficult to share and interoperate the spatial data, and there exists contradiction between distributing property and system structure of WebGIS. Currently WebGIS has become one of the primary research directions in GIS. It is an efficient approach for the socialization of GIS and one of the key platforms of the "Digital Earth" construction. So it is important to research the structure and realization of WebGIS platform which is interoperable, transplantable, expansible and fit for various platforms. J2EE is an architecture that makes use of Java 2 Platform to simplify enterprise development, deployment, management and some relevant problem. Developing WebGIS using J2EE may bring its advantage into play fully, and implements a WebGIS application with n-tier, modularization, extensibility, easy-migration and high independence of platform.The paper introduces the development state of domestic and overseas, compute model and implements methods of WebGIS, studies and discusses J2EE system structure and WebGIS key technology, builds WebGIS system frame based on J2EE, finishes designing system space database using UML according to Geodatabase model. Finally the city information query System based on WebGIS, combined with interrelated technology and developing methods and based on above theories. The detailed research contents are as follows:(1) Analyze and research the development state of domestic and overseas, compute model and implement methods of WebGIS, attempt to combine Java technology with WebGIS, build system integrated frame based on J2EE system structure including system developing and function software and hardware platform, the solvent of implement technology and software system design.(2) Deeply research Geodatabase space data model, introduce space database technology object-oriented, model system space database using UML modeling technology, CASE tools and ArcInfo UML Models, and implement the design ofsystem space database.(3) Implement the Digital City query system based on WebGIS according to software project developing flow including demand analysis, system design, database design, program coding and debug, choose the IBM WSAD5.0.2 as IDE platform and J2EE MVC as developing model.
