With the rapid development of social economy, the mobile telecommunications and our daily life has been linked together increasingly closely. Making voice calls, information access and data transmission at anytime and anywhere are becoming necessity for people who live in the information times. Meanwhile, the mobile telecommunications market competition becomes increasingly fierce. The domestic mobile coummunication service providers (CSPs) are trying to improve their user satisfaction, provide more services and better quality of service, to improve the customer loyalty, and to attract more customers, competing for the limited market resources. The mobile CSPs are turning the management focus gradually from early network oriented management to customer and service oriented management. How to manage and monitor the mobile telecommunications service quality efficiently and standardizedly is an important problem has to be solved by each mobile CSP as quickly as possilbe. And that is the focus of this paper studies.First, this paper reviews the development history of the mobile telecommunications system, briefly introduces the 3G mobile telecommunications technology base, and puts forward the mobile telecommunications end-to-end service quality concept.Illuminates the importance of mobile telecommunications service quaility management for the mobile CSPs.Then, this paper detailedly introduces some important theroy basis in telecommunications operation support system (OSS) field, including the NGOSS standards and the eTOM business process management framework from TMF orgnization. And specifically analyzes the mobile telecommunications service quality management requirements, in-depth understanding of the end-to-end service framework of 3G UMTS network. Combine above industry standards and norms, this paper propose the service quality management model for mobile telecommunications end-to-end data service, which includes mobile end-to-end data service model, KPI/KQI model, and a set of scientific KPI/KQI conversion algorithms.Finally, this paper designs the overall system architecture for a mobile telecommunications service quality management system bases on the TMF eTOM framewok, and proposes an implementation solution.At the end of this paper, we also point out the unsolved issues and the direction of further research work.
