Now, a strong change in Telecommunication market is on the way: the main profit is changed from circuit-switch voice service to multimedia packet service. As the change of market, contention between carrier and advantage of technique, it is emergency that use new technique in network plan and construction of services. From the view of our practice, the problem of network plan and build, integrated OAM of services based on NGN/Softswitch is study in this paper.First, look insight what is NGN and Softswitch, main features and advance of these technique, analysis the develop policy; with the requirement of network build and service management, existed network and services, schemas of MAN integrated service network and softswitch test network are analyzed mainly focused on the topic of relationship between these network and the existed, the impact on the network and services development in next stage. Some suggest is also given.From the point of service development and integrated OAM, after analyzing the main features of services and eTOM model, we think that all functions in 3 different area of provision, management and bill which is separated must be integrated seamlessly in business process. To implement these unified processes, a services-independent software management platform is crucial; the main service components, software framework of services-independent platform and software technique used in this architecture are also discussed in this part. Take the emergent need of service management and OAM in softswitch test network into account, 2 subsystems are developed with the guideline of services-independent platform in this stage. With the experiments, we focus on how to develop our NGN OSS in the architecture of services-independent platform.Finally this thesis conclude with the system in used, problem discuss, as well as the future directions.
