Armed Police Force is an important military force of a nation, which is charged with responsibilities of performing duties, dealing with the incidents, anti-terrorist, emergency rescue and disaster relief, and the other related tasks. There are hundreds of thousands of military vehicles driving out for the duties or the living daily. In order to carry out the tasks well and strengthen the safety control of the army vehicles, The army must take advantage of advanced science and technology tools to enhance the monitoring of vehicles, command, scheduling and collaboration capabilities. At present, 3G communication network has been mature and popular increasingly in our country, and the correspondence function increases unceasingly, the correspondence speed obviously enhances. So it can provide technical support to improve real-time transmission performance and achieve video transmission function of vehicle intelligent surveillance system. This thesis designs and implements a vehicle intelligence management system which has multi-functions such as vehicle localization, navigation, path planning, video surveillance, command, and dispatch. The system take 3G communication network as information transmission bridge, the MapInfo software as geographic information system platform, and bond electronic map and GPS localization technology. The main works of the thesis include:(1)Researching key technologies such as GIS, GPS, 3G system, and proposing the system design idea and overall design scheme.(2)Presenting the requirement analysis, design and equipment selection of the vehicle terminal hardware and software. The terminal can realize GPS positioning, video collection and coding, information transmission and commands receiving through the 3G network.(3)Analysis and study of the military patrol vehicle shortest path planning questions. Based on analysis and research of classic C-W closed loop algorithm, the thesis optimizes the algorithm and verifies effectiveness of the improved algorithm by an example.(4)Designing the software system of monitoring center according to the demands of system function, and implementing software system by using visual C++ language and MapInfo software on the development platform of GIS. The functions of software system include user administration, vehicles localization, video monitoring, data management, map operation, navigation and so on.
