The military vehicle management and battlefield command monitoring plays an important role in army logistics and supplies. But the traditional military vehicle monitoring system has low communication ability. It can not meet our needs. With the improvement of the construction of military transportation information, it is very urgent to develop and apply the vehicle management and command information system based on the BD satellite navigation, with which the personnel and vehicle locations can be monitored in real time and communication with the vehicle can be got in real time, too. It Not only highlights the vehicles monitoring management, but also achieves the command and control capabilities.Based on the disadvantages analysis of one vehicle management system, the design and improvement objectives of the software were determined. The C/S framework was chosed and the functional requirement of the vehicle management system, monitoring and commanding system and location report subsystem were analyzed importantly.Based on the C/S framework, the function, framework, communication agreement, monitoring and commanding of the system were designed generally, and the main functions of the software system were achieved. And the location report subsystem was designed in detail, especially on the message design, in which the incremental encoding and nibbles compression algorithm were introduced to cut down the dynamic commanding information.Finally, the system was tested and analyzed, and the results indicated that the system has reached its prospective goal basically.BDâ…ˇ satellite navigation not only has navigation function but also has the function of communication, which will play a unique role in the army vehicle management system. And the software system can help to manage the vehicle digitally, network-oriented, systematicly and intelligently.
