With the development of city and the social economy, the power industry continue to expand the scope of work, put forward higher request to the power supply bureau objective on official vehicles and engineering vehicles management. At the same time, because of the power supply bureau work itself has the characteristics of wide distribution, flow dispersion, necessary vehicle safety management and monitoring means. At present, the vehicle monitoring is mainly rely on the GPS for navigation and positioning, through the realization of GPRS wireless communication. Because the electric power industry of vehicles, especially the engineering vehicle, car repair, the daily work place are the key point of the power system, with a high degree of sensitivity. Therefore, out of strategic security considerations, the BeiDou satellite navigation and positioning system monitoring vehicle operation requires the use of China’s independent controllable, and through the APN line transmitting position data.Firstly, this paper introduces the background and significance of research, introduces the research status at home and abroad from the vehicle monitoring, satellite positioning, wireless communication three related fields, the key technology of the BeiDou satellite navigation and positioning system, geographic information system, APN line, MINA high performance network program frame, the wireless communication technology, the common taste quality, choose the most suitable for the actual needs of the project technology. Secondly, carries on the demand analysis aiming at the city power supply bureau vehicle monitoring project, the content and method of research needs, propose the system function structure and describe the main functions and performance requirements, through the use case diagram of each function module.Based on the previous research, the main part of this paper deeply discusses the BeiDou vehicles supervisory system design, detailed design, system implementation and testing. Among them, system design focus on high-level architecture, physical architecture shows the hardware composition of the system, the system logic structure member organization and the interface, data flow diagram showing the system data flow, clear call and the relationship between system components. The detailed design covers three main parts center control platform, the key data and information gateway, based on the results of needs analysis, using class diagram and state diagram tools such as discussed in detail design center control platform of each function module; provides the key data table structure; design of information gateway focuses on how to build the network communication framework based on MINA, and gives the framework code. The realization of the system is mainly to show the main interface of the prototype system, described in detail the function points. Finally through the test process specifications, from the two aspects of function and performance of the system is validated.
