With the rapid development of the current economic society and the Network Communications represented by Internet, a series of significant reformations have been started in the education in our country, especially the elementary education. The contents of the reformations include the content of college entrance examination, the college expansion plan, popularizing the system of compulsory education, carrying out the information technologizing education of the elementary and secondary school, starting the new curriculum reform, the reform of the education idea, paying more attention to develop the students'creative spirit and practical ability, etc..Essentially the education reform has run to the reform of the teaching model from that of the examination, curriculum and teaching material. The teaching model reform is symbolized by Inquiry Learning and Individual Study. It turns to Innovative Learning and Individual Study from the traditional Inherited and Test-oriented study. It makes the learners'learning style and the teachers'teaching style change deeply. Meanwhile, with the significant development of the Network Communications, some new teaching models which are not easy to be carried out in the reality have been achieved possibly through network. On that basis, the whole educational world is exploring the integration between information technology and the course teaching, especially the integration between the inquiry learning, the individual study and the network techniques. And it increasingly becomes a highlight of the Innovative Teaching Reform and is concerned by more and more scholars.As a result of the combination of the traditional teaching model and network techniques, the Inquiry-based Individual Study under network environment pays more attention to the establishment of the learners'principal roles in study and the requirement of the learners'interests. It seeks a nice balance by using the collaboration of the Inquiry Learning and the pertinence of the Individual Strategy. According to "The Designing Model of Learning Environment" putted by Doctor FatiWu, by the analysis of the characteristic and requirement of Web-based Inquiry Learning and Individual Study, this thesis discusses the design of learning environment from two aspects by combining the correlation mechanism between Inquiry Learning and Individual Study.One aspect is the theoretical level and the other one is technical level.This thesis firstly discusses and analyzes the theoretical level of Inquiry-based Individual study, or named soft environment under network environment. It includes the rationale of Inquiry-based Individual study, study mechanism, design strategies combined with the inquiry and the individuation, etc.. Besides it, by combining the relative strategies of Individual Study with the exsiting web-based support system model at home and abroad, the second part of the thesis put forward futher the design and reality of the support environment of Inquiry-based Individual study system on the basis of analyzing the characteristic and requirement of Web-based Inquiry Learning.It is also called the design and reality of physical environment. It hopes that the inquiry learning environment design can be achieved through it. The inquiry learning environment means to further improve and deepen the construction of the meaning of the current study subjects through communication,or discuss, or consult with other group members, or other learners or instructors and relative experts on the basis of individual independent study and autonomous construction.
