As a hot issue of higher educational reform in China, Inquiry learning runs through the various stages and fields of higher education, and it is the effective learning method to educate comprehensive person with the spirit of innovation, practice, science and humanity. However, there are so many problems, such as insufficient resources and superficial researches, existed in the inquiry learning based on the classes in the colleges and universities. The popularization of the Social Network Software, and its extending and application has brought a new turning point to the development of the inquiry learning. And the application of the Social Network Software in the inquiry learning based on the web environment attracts more and more attention of the society.This thesis analyzed some concepts including the inquiry learning, the network-based inquiry learning, and the Social Network Software, discussed the actual situation and problems of the implements of the inquiry learning in the higher education, and comparatively analyzed the idiographic functions of the prevalent Social Network Software such as Blog, Wiki, etc. On the basis of the theoretical analysis of the inquiry learning based on the web environment, the thesis studied the useful experiences of network teaching assisting platform from home and abroad, fully considered needs of the teachers and the students in the inquiry learning, integrated the available Social Network Software, adopted the software engineering methods, and then structured an inquiry learning system which is suitable for college students by the use of the technologies such as ASP.NET, Access, etc.The main function of this system is to provide a learning environment for students' inquiry learning, and complete research projects by using this system, including the specific learning activities as content learning, subject choosing, subject discussed, self-research, collaborative inquiry, works submission and works evaluation, and promote knowledge sharing and stimulate knowledge innovation, and cultivate the ability of information processing and collaborative research.
