In recent years, Precision Agriculture are concerned about by more and more countries, It is a new form of modern agricultural production that based on a series of high-technology, is the products of information age and knowledge economy, is the response of science and technology making national prosperity. Variable Rate Fertilization is the very important part of Pecision Agriculture, at the same time, it is the most critical one of two key technologies. It is becoming a hot national agricultural research because of its "local conditions"and"fertilizer demand".China is a typical agricultural country and agriculture is the basis of the entire national economy.But few people have a lot of ground,arable land per capita share is small,scale land is not large.In order to solve the food problem, we must improve the yield per unit area of land,Therefore, research on the Variable Rate Fertilization in China has great practical value.This paper frist understand the current development of Variable Rate Fertilizer technology on basis of a large number of documents. Through research and analysis, finding most fertilization methods in application are Nutrient Balance method at home and abroad, because the method is easy to understand, its operation is relatively simple, the application field is wide. However, this method involves five parameters which "Target Yield" because of its specificity, it is particularly important to determine. In fact, all of the current representative method for determining the "Target Yield" must have multi-point field test to obtain the target yield value, thus, the farmer's time and economic cost will increase.This paper established nitrogen, phosphorus and potassium fertilization model of corn, soybeans and rice, which model integrated climatic conditions in Heilongjiang Province and Nutrient Bbalanced fertilization. The model was putting soil nutrient data into the superposition model to obtain coefficient of soil amendments, combined productive potential climate and utilization of agricultural resources to projected crop yields as Target yield. Finally, according to Nutrient Balance fertilization to determine fertilization of nitrogen, phosphorus and potassium for cropsThis paper developed a decision-making system of variable rate fertilization to help farmers make fertilization strategic decision under VC + +6.0, whicht using SQL Server database and functional components—mapInfo MapX. First, adding MapX into VC++6.0, achieving the basic functions of GIS with its function: load, display, zoom, pan and range the field diagram, divide and name grids, an d farmers can collect the soil data according to the grid; Secondly, use VC++6.0 developing a "data entry" module, soil data and climate data included, after soil data inputting, space interpolation began with MapX; Finally, getting the fertilization program through Variable Rate Fertilization of intergrating climatic conditions model. Compared with other systems, Variable Fertilization Decision System of Integrating Climatic Conditions is more easy to use, simple to operate, low to cost, etc. there is no need to have test in the field, reducing the burden on farmers. Taking climatic factor into determination for "Target Yield", so overcoming the shortcoming of "Using Field for Yield" that can only be applied in some areas where climate and rainfall are normal, overcoming the shortcoming of "Using Water for Yield" that is controlled by soil moisture, overcoming the shortcoming of "Yields in previous years " that accuracy is low.
