At present, WCDMA is the most mature 3G formats. China unicorn had got the WCDMA licences. The WCDMA network has been constructed in the two years. There is lots of congestions, both in the voice and data traffic, due to the bottleneck in the transmission network. 3G network applications, based on IP, have explosive growth in recent years. Future mobile communication will base on IP protocol from the network to terminal, including the structure change. IP, which is applied in the mobile network, will change the bearing network technology structure.The resources of the transport network must be properly allocated to fulfill the requirement of the IP-based WCDMA network. Some key practical issues must been sovled according to the properties of the WCDMA and transport network. With the balance between the WCDMA and transport network, the resources of the transport network can be highly utilized.In this dissertation, some key practical issuses are discussed. The suggestions of the MSTP resources allocation, like VC12 and VC3, are given. The programming of the PTN network is also discussed. The dissertation emphasis on the balance between the WCDMA programming and the transmission network programming.
