With the wide application and spring up of information technology, e-government has become an irresistible trend of government administration development against the background of information age. Government information project play vital role in construction of e-government. International e-government roughly go through four stages, starting stage, government and the user one-way interaction stage, government and the user two-way interaction stage and attending affairs online stage. E-government of our country stays in the transition phase between the third stage and the fourth stage.Business personnel whether accept and use government information system after construction is vital to measure it is successful or not. According to expert analysis, the success rate of e-govemment is less than 30%. The main causes of failure of government Information projects are lacking in well-operated demand analysis and responsible institutions failed to choose a right system development model according to its own business character. Informatization and government administration are two features of government information projects. In line with characters of government information projects management, deviation during demand analysis could be avoided while proper system development model could be reached in accordance with features of business, if we could sort out and analyses the business of project support and project anticipated goals when approve and initiate a project and form demand of system construction on basis of practical need of business.This paper starts from features of government information projects and studies demand analysis of government information projects.
