On the basis of the continuous innovation of service and operation model, value-added telecom service applies to more fields, which represents the development direction of Telecom Service. At the same time, the number and species of illegal behaviors on value-added telecom service market are increasing. We not only need to promote prosperity and development of value-added telecom services market, but also need to carry on the strict supervision and management on illegal behaviors. It is even more urgent need to enhance informational degree. With the organic combination of government function and information technology, work efficiency, decision quality and public service level will be improved.Taking’Telecom Service Market Integrated Management Information System Project of MIIT’as an example, more systematic analysis and research on the quality management of IT projects are carried out in this paper, and we get a effective solution of project quality management, which is used to direct the actual project quality management work. It explains the guiding ideology of building the project quality management system, and the way to carry it out comprehensively. According to responsibility, there are different role definitions in the project.
