With the rapid advances in telecommunication technology, which closely ties various services in a Public Security Bureau (PSB), databases and application platforms are created to facilitate all kinds of IT support systems. Due to the special needs of PSB, it is desirable to have a city-wide (even province-wide or nation-wide) connection of different services. This posts a demand for the current transmission network. The previous SDH system was only designed for voice services. However, the fast-growing digital traffic now is consuming a larger and larger portion of the communication resources, overwhelming the network. To satisfy PSB's growing demand for transmission network resources, it is critical to build a new network infrastructure which supports both the traditional SDH services such as voice service and IP services such as video and digital services. The establishment of such a network requires consideration of various factors:features of the provided services, bandwidth requirements, current network topology, types of devices, etc.MSTP (Multi-Service Transport Platform), which is based on SDH, satisfy customers'digital requirements by providing a variety of services, especially those require large bandwidth. The implementation of MSTP can be accomplished by modifying and updating the existing SDH network, which lower the construction and maintenance cost.This thesis discusses the PSB's demand for improvements of transmission network, some techniques related to MSTP, and the application of MSTP in the transmission network for the PSB of a city. The thesis first introduces the recent advance and developments of transmission networks, followed by analyses of a series of critical techniques in MSTP such as VC-GFP, RPR, LCAS and ATM. It then gives a demand analysis for transmission network, after which the abstract layer of the network, the construction plan, the network topology, the convergence network and the access network design are detailed. Then the MSTP hardware and soft structure are introduced in detail. Finally, we demonstrate using specialized meters that the designed MSTP transmission network functions appropriately, indicating a successful update and modification.
