Shanghai century publisher group was founded in 1999. This indicates that China's publishing industry chooses to develop collectivized. In the end of 2007, the publishing groups which formed by government has reached to 30. After more than ten years of development, China's publishing industry has made remarkable achievements which including:publishing scale of book varieties has ranked on the top of the whole world, and the economic scale has also increased significantly. As a leading role of the publishing industry--publisher group has become an extreme strength of our cultural industry.However, the government-formed publisher groups faced a lot of difficulties:the group management system and operation mechanism cannot overcome original institutional barriers fundamentally; the cultural enterprises group is also difficult to rationalize the internal law construction completely considering the nature of the group, publishing property system, and some group governance issues. Moreover, outdated concepts and institutional reforms still affect the group construction speed. Also, a single format of publisher group organization, publishing structure, a low level of intensivism is also severe. After the reform of China's publisher group, it is worthy to analyze these problems of publishing industry in China from the developing problems and contradictions, to further deepening the meaning of practical reform of China's publisher group.This paper attempts to make use the method of management, science publishing industry economics, and cultural industry to examine China's publisher group. First of all, it will analyze the development of present publisher group by describing publisher group organizing mode, property mode, organization structure, management. And it will examine it from the strategic arrangement published system reform, as well as the representative case of publisher group development. It will also research publishing industry from data analysis, the angle of economics, management comb and concludes to show the problems and contradictions of publisher group. Secondly, it will consult foreign rules and features to carry on the detailed analysis. It will also compare the successful experience of foreign publisher group to seek the development mode for China's publisher group. Finally, it will investigate publisher's entrepreneurial, marketization, publisher group stock, publisher group diversification development strategy, professional quality, publisher group digitalization construction and industrial convergence on new development law from the establishment of modern enterprise system and market mechanism. On the basis of the research, this paper will provide policy suggestions and idea of the development of China's publisher group.
