Thee publishing industry of New China has experienced more than fifty years of development. Publishing units have gone through structural changes from enterprises to institutions, and further to institutions with the management of an enterprise. Because of its obvious ideological feature, publishing industry has long been regarded as subsidiary body of the Party and government departments. Its political and educational functions have been over-stressed. It has witnessed twists and turns along with the People's Republic.In the Report at the 16th Chinese Communist Party Congress, the concept of "cultural industry" was clearly proposed, and was highlighted that, the development of cultural industry is an important way of boosting socialist culture and satisfying the spiritual and cultural needs of the broad masses under the circumstance of market economy.We believe that publishing industry is an important component of China's cultural industry and that it is a growing leading industry. It is to become a new growing point of the national economy. Therefore, the study on how to expand the publishing industry to better serve the socialist construction, no doubt, has a far fetching political and realistic significance.This dissertation is based on concrete study. Documentary research and content analysis are applied to describe and reveal the developing track of the nation's publishing industry; qualitative and quantitative analyses are used in a detailed examination of the status quo of the publishing industry; analogy, inductive and deductive methods are used to draw out the developing line and strategic choices in reality of the industry.The dissertation is divided into 4 chapters. In Chapter One, the goal of the study is explained, background of the research subject and documents based are outlined. In Chapter Two is described the origin of publishing, publications and publishing industry, western publishing industry and the status quos of publishing industry in Hong Kong, Macao and Taiwan. In Chapter Three, the present situation of Mainland publishingindustry and its opportunities and challenges after China entering the WTO are analyzed. Existing malpractices are specially analyzed to straighten out the line of thought for the study. In Chapter Four, the three conceptual issues that have been long bothering the industry, are sorted out; the strategic orientation of the industry's development and the system arrangement are discussed; factors that affect the key competitive power of the industry are explored; conclusion of this study and its limitation are drawn.The dissertation is innovative in following aspects:It verifies, through concrete and theoretical inductive and deductive methods, that the publications in China are goods that publishing units are enterprises and that publishing business is an industry. The actual features of the publishing industry are thus brought back in theory.It works out an integrated set of developing strategy for the nation's publishing industry and its system framework. It proposes an overall assumption and operational strategies, such as, the developing strategy, the developing goal, the structural adjustment, the system innovation and the key competitive power of the industry, and the state's industrial policy.
