At the beginning of the PRC, most of the book-publishing participants were private-owned. After the nationalization campaign of 1956, the book-publishing industry turned gradually into wholly state-owned. Since the opening-up policy of 1978, the whole book-print and distribution sector has been opened up to the private and foreign capital, but for certain reasons, the edit-sector has remained state-owned.However, private-owned companies engaging in book-editing do exist during these twenty years, and they have gradually become more influential. Take Beijing for example, the private-owned publisher in the year 2006 amounts to several thousands, the scale of some of them is equal to middle even large publishing house. With their unambiguous property right and flexibility, they have obtained predominance in some areas, flourished the publishing market, promoted the publishing reform, and improved the employment.Based on extensively on-the-spot investigation and deeply interviews, this thesis systematically shows the development process of the private-owned publisher in Beijing, and describes their current situation, such as the amount, scale, focused area, their way of cooperating with the publishing house, and their characteristics. Having Analyzed the publishing permission policy in China after 1949( especially since the opening-up), I argues that the private-owned publisher is the product of the loosing of the macro management policy, however, the lag of the reform in publishing area now in some extent impends the development of the private-owned publisher, even the whole publishing industry. Still, I holds that there are some troubles so far as the private-owned publisher themselves are concerned, for example, low management skill, lacking of high quality personnel and clear product orientation.Finally, referring to the overseas publishing experience, I give some practical advices to the government administer on improving the regulating means, and advocates to encouraging the valuable market participants, so as to create a competitive and healthy publishing industry in China.
