Diseases have been with human since the beginning of man.The behavior of seeking medical treatment as human is actually seeking to survive to overcome the pain.With the development of commodity economy and the widening gap between the rich and the poor,then people could afford the medical expenses,but some couldn't.Impoverishment phenomenon is coming.In this context,more and more countries begin to set up a medical insurance system by the government,in order to enable the nation to enjoy the most basic medical security and be able to be treated.The current medical insurance system of China is from public health care system and labor insurance system,which is a part of the social security of China.However,because of historical reasons,medical insurance has still been restricted by urban-rural barriers.There are 3 basic medical insurance in Shenyang,and three basic medical insurance for urban workers,basic medical insurance for urban residents and new rural cooperative medical care in Shenyang.The new rural cooperative medical system is the main kind of medical insurance that the rural residents participate in.There are many differences in the medical insurance for urban and rural residents,such as the content of policies and so on,which have resulted in unfairness and need to be solved urgently.This article uses the method of comparative analysis,case analysis,individual interview and field investigation.First,it introduces the current situation of urban and rural basic medical insurance in Shenyang.There is a gap between the medical insurance in Shenyang and the medical insurance of urban residents in the aspects of payment,financing,the proportion of reimbursement,the way of reimbursement,the catalogue of drugs,the designated hospitals,the management institutions,the awareness of the residents and so on,which is the unfair place of the medical insurance in urban and rural areas.Then it analyzes the reasons for unfair medical insurance in urban and rural areas,including policy system,economic level and population quality.To ensure the fairness of medical insurance in urban and rural areas is the need of building a well-off society in an all-round way,and it is also the only way to achieve a wider range of medical insurance.It is also the real need of the people of Shenyang.Then take the medical insurance plan of Beijing as a case to analyze the practice and effect of the overall planning of medical insurance in urban and rural areas in Beijing,find the reference point of Beijing city's overall work and analyze its reference to the medical insurance reform in Shenyang.Specific suggestions for the integration of urban and rural health insurance in Shenyang are put forward:First,the parallel work needs to be led by the government;second,the management institutions to achieve unity;third,the unified two insurance overall level;fourth,the unified two insurance information management system;fifth,the formulation of a reasonable and unified medical insurance policy;sixth,the integration and expansion of the medical insurance Department news distribution channels,do publicity work;seventh,formation system A legal document.In order to do a good job of risk prevention,it is necessary to prevent the financial subsidy from increasing the amount of money,the contradiction caused by the uneven medical resources,the aggravation of the medical insurance and the higher level of the overall level of the medical insurance,the increase of the risk of the fund and the shortage of manpower.Combined with the specific economic situation of Shenyang,we propose to fill the gap of basic medical insurance with commercial insurance,and improve the medical insurance for urban and rural residents in Shenyang.
