Influence Of The Medical Insurance System Of Urban And Rural Residents On The Choice Of Medical Treatment For Middle-aged And Elderly Residents

Report of the 19 th national congress of the communist party of China clearly pointed out that to to implement the strategy of health of China,improve the national health policy,put forward the comprehensive build universal,urban and rural areas as a whole,clear responsibilities,ensure moderate and sustainable multi-level social security system.As an important institutional arrangement affecting the health status of residents in China,the medical insurance system for urban and rural residents has been piloted in many provinces and cities since 2009.As of now,the medical insurance system for urban and rural residents has been carried out for nearly a decade from the pilot to the current national implementation,and the results of its reform are worthy of our attention.Of medical insurance system to evaluate the effect of the change of medical treatment from the participants choose to observe,at present most scholars study more concentrated in the city,urban residents health insurance,all new farmers and the influence of some kind of medical insurance system for medical treatment,such as selection mechanism,the lack of from the Angle of medical insurance plan as a whole as a whole of urban and rural residents health effects after treatment choice mechanism were studied.Based on the above background,this study using the China health and retirement survey(CHARLS)in 2013 and 2015,two data,using horizontal and vertical comparative study of urban and rural residents health care of the elderly for medical treatment choice in China.This study will be divided into two dimensions: outpatient and inpatient,and two types of hospital type and hospital level are classified under these two dimensions.Study found that overall urban and rural residents after the medical insurance system from system integration to promote the health of urban and rural elderly participants fair,has positive effect to promote the balance of medical resources utilization,but to reduce the pressure of comprehensive hospital effect is not obvious.This shows that China's health insurance plan has some effect,but it still needs to be further advanced and improved.Finally,this article to promote health care overall progress,promote the health level of residents in our country,based on the research conclusion put forward some policySuggestions,including construction,to promote "healthy China" not by individual breakthrough of basic medical insurance system,also should strengthen the 3 d linkage;We will accelerate the reform of county-level public hospitals and promote graded diagnosis and treatment.To transform the health concept of elderly ginseng in urban and rural areas and attach importance to "cure not disease";We will further improve the government's pricing and service supervision mechanism for private hospitals.We will integrate existing pension and medical service resources and build a health care service system.
