Objective: Shandong province began in early 2014, the implementation of the basic medical insurance system for urban and rural residents, since 2003 the implementation of the new rural cooperative medical insurance system to stop the execution, combined with the basic security, a strong grass-roots level,building the new health care reform mechanism "requirement, scientific analysis and theoretical research on the development problems in the implementation of urban and rural residents basic medical insurance under the system of township hospitals in Shandong province.Methods: by using the method of literature, interviews, questionnaire survey and empirical, in Xuecheng District of Zaozhuang city as an example,comparing the six township hospitals in 2012-2016 operating conditions,analysis of the development of township hospitals in the implementation of the Medicare system for urban and rural residents affected.Results: after the implementation of the Medicare system for urban and rural residents in Zaozhuang District of Xuecheng City, greatly improve the income of township hospitals, the welfare of workers increased year by year, the ability and level of service have varying degrees of improvement, and constantly improve the satisfaction of the masses.Conclusion: the development of the implementation of the Medicare system for urban and rural residents to township hospitals has brought new opportunities, but also put forward new requirements and new challenges ;township hospitals only constantly improve the level of medical and service capabilities, in order to realize its sustainable development, in order to protect farmers for medical treatment and convenience.
