New Problems Of Basic Medical Insurance For Urban And Rural Residents In Zhumadian Under The Background Of Urban-rural Integration

In the past 60 years,the number of China's medical insurance system has been changed.Basically,we have built two systems of medical insurance for urban residents covering more than 1 billion 300 million of urban and rural areas and cooperative medical insurance for new rural areas.However,with the economic and social development of our country entering a new normal state,the process of urbanization is accelerating.A large number of rural residents have become new urban residents into the city,and the city brings a lot of problems,such as the repeated construction of infrastructure and the repeated participation of social insurance,and so on.It has increased the financial burden and is not conducive to the movement of human resources.In order to enable the majority of urban and rural residents to enjoy more equitable medical insurance rights and interests,it is necessary to adapt to the new situation of economic and social development.According to the State Council's "opinion on the integration of basic medical insurance system for urban and rural residents",Zhumadian has formally implemented a unified basic medical insurance system for urban and rural residents since January 1,2017.This article is selected from Zhumadian as the research object.The basic medical insurance of urban and rural residents in the city has been running for one year,effectively improving the efficiency of service,saving the resources of medical service,and improving the fairness of medical security.At the same time,it is also a pioneering work to set up the system of medical insurance for major diseases and the system of accurate poverty alleviation.It is the first to set up a supplementary medical insurance system for the difficult masses and major diseases in China,that is,a supplementary medical treatment for the poor people,such as the poor people,is set up in addition to the basic medical insurance system of urban and rural residents and the large disease insurance system.The treatment of insurance system,better play the role of the poverty alleviation of medical insurance,reduce the burden of poor people,effectively solve the poor people to return to poverty,because of poverty,not to see the problem,but also to complete and complement the comprehensive medical insurance system.This article is divided into five chapters.The first chapter mainly introduces the research object and research method,and briefly reviews the related research on basic medical insurance of urban and rural residents at home and abroad.The second chapter elaborates on the relevant concepts and theories related to the basic medical insurance system for urban and rural residents.The third chapter analyses the current situation of the basic medical insurance system of urban and rural residents in Zhumadian,and makes a comparative study on many factors,such as the institutions,systems and policies before and after the integration.Through the semi structured interview,the opinions and suggestions on the operation of the basic medical insurance system of urban and rural residents in Zhumadian were investigated by the participants,the managers,the medical service providers and the relevant scholars,and the problems and experiences in the operation of the basic medical treatment insurance system for urban and rural residents in Sanming City and Dongying were also introduced.After comprehensive arrangement,it will be used for reference in Zhumadian.The fourth chapter points out that Zhumadian is a new problem in the operation of the basic medical insurance system for urban and rural residents.The fifth chapter summarizes the countermeasures and suggestions for the new problems arising from the operation of the basic medical insurance system for urban and rural residents in Zhumadian.This paper makes an interview and Analysis on the situation of the integration of the basic medical insurance system of urban and rural residents before and after the integration of the basic medical insurance system,and points out the new problems after the completion of the integration of basic medical insurance in urban and rural residents.Based on the actual work experience,this paper summarizes the countermeasures and suggestions for the operation of the urban and rural residents' medical insurance system under the background of urban and rural co-ordination.
