In order to improve the safety management, the Chinese petroleum group company has carried out the HSE system since 2000, The purpose of this system is mainly to reduce all kinds of risks in the production process. By the end of 2005 CNPC safety management has obtained the outstanding achievements.But from January to September in 2006, all kinds of accidents occurred, causing the company huge property damage and personnel casualty. The problems of safety control becomes the central focus once again.This thesis has analyzed the actual problems and the new challenges that CNPC1 is facing, particularly in petroleum chemical industry domain. After CNPC joined in the WTO, CNPC just like other state-owned enterprises, Both the internal environment and the external environment have experienced the radical changes, such as even more fierce competition.Now CNPC is at the stage of strategic structure adjust, which brings about the safety control problems.The safety control of state-owned companies is a difficult and tough task,which will have a great impact on many aspects of the whole society. This thesis provides some instructions and advices to the safe administration staff of enterprises .
