Since the Reform and Opening,people in Xiangshan have been living a better life.The life aim of all the citizens changes from simply having adequate food and clothing to being fairly welloff.Meanwhile,problems of food safety arouse full attention and to ensure food safety has become one of the government's aims of supervision.To achieve the goal,the government takes effective measures during the institutional restructuring.However,catering food safety is still in disorder because of the macro environmental effects and even becomes worse.At the same time,according to spirits of the 18 th CPC National Congress and the second Plenary Session of the 18 th Central Committee of CPC as well as the Government Restructuring Plan passed during the 1st plenary session of the 12 th National People's Congress,it is decided to form China Food and Drug Administration to carry out a unified supervision on food and drug.The new round of the institutional reform to ensure the food safety has spread out in the country and not a few Market Supervision Administrations in some provinces and cities have begun to play their roles.The author,based on his own market supervision experience,tries to use literature,comparative and survey study and take Xiangshan as an example to look into the current condition and problems of catering food supervision under the institutional reform,hoping to offer solutions and suggestions for forming catering food supervision system.The essay consists of three sections: the first part clearly categorizes the meaning of market supervision system,catering and supervision,the super ministry reform,governmental supervision and the unbalanced information theory.Through the comparative analysis of the super ministry reform,governments' supervision and the unbalanced information theory,the author comes up with the relationships between these three theories and catering food regulation.At the end of this part,he lists the practical significance of catering food safety regulation under the three theories.The second part analyses the profound reasons behind the problems of catering food supervision in Xiangshan.At the beginning,by looking into the current condition,the author outlines the effectiveness and problems of catering food safety regulation under the market supervision.The third part focuses on the solutions and suggestions for improving the regulation system.From the perspective of improving market supervision,it is important to carry out the reform and build up supervising organizations;from the perspective of governmental supervision theory,it calls for changes in supervising pattern to strengthen the authority;from the perspective of unbalanced information system,it is necessary to build the information disclosure and credit restraint mechanism.
