M Group in the long-term development adhere to the "health,safety,environment"(HSE)management system,the implementation of the three integration management mode,safety management consciousness completely applied to practice.And considering the unique characteristics of different stages of the production safety situation,environmental risk assessment system,by creating a system of environmental protection scheme,combined with reliable low risk prevention and control measures,the implementation of regulations,the level of risk control in the smallest degree,not only made the safety performance better,more important is the safety management model of oil characteristics.However,due to the characteristics of the industry and other factors,these years petrochemical industry production safety accidents of production safety It is often seen..The Petrochemical industry has become the most important problem urgently need to be properly handled,the safety management of the widespread concern of the whole society.Based on the accident cases of N Petrochemical Industries Co in recent years,this paper focuses on the strategic management of security management of N Petrochemical Industries Co.According to the characteristics of the 6 accidents,divided into equipment,construction,production of three types of problems were analyzed and summarized.According to the methods and tools such as HSE safety management system,Change for Process Safety,Job Safety Analysis,Pre-Star up Safety Review,Hazard and Operability Analysis,the paper analyzes specific issues.This paper analyzes the problems in the safety management of enterprises to find out the loopholes and deficiencies in safety management.In addition,the paper also puts forward concrete measures according to the problems that have been discovered,as well as relevant security management,risk identification and other relevant theories.Based on the effective identification of risks,a perfect information system has been constructed.Specifically,the main aspects are as follows: strictly implement the responsibility system for safety in production,strictly improve the supervision system,strictly implement the production control system,and strictly implement the whole staff training program.By improving the quality of equipment and facilities,construction process control,operation process to eliminate "violations" and strengthen emergency response,the company improves the management system implementation.Through leadership attention,full participation and safety education and publicity reform,to achieve the sharing of experience after the accident.Finally,strengthen the introduction of talent to ensure that the development of the measures to be specific implementation.Compared with the previous research,this research has two aspects:(1)This paper from the N Petrochemical Company's accident cases,reflects the uniqueness of the oil refining enterprises in the region;(2)Through the proposed more practical operational N Petrochemical Company's problem solutions and program demonstration to ensure that the conclusions more practical significance.
