The investment environment inside the island of Taiwan has deteriorated day by day in recent years. And for Taiwan-owned enterprises, the mainland has large market and many low-price but high-quality talents. In addition, since reform and opening-up, such factors as the cultural advantage of the same language and the same race and the policy preferential treatment to the Taiwan investments of Chinese Government, etc. have attracted the Taiwan-owned enterprises to invest in the mainland. Especially, the exchange and cooperation of the political parties of two sides will certainly cause another upsurge for Taiwan investments to invest in the mainland. Enterprise's human resources operation and deployment become important subjects of Taiwan-owned enterprises in the mainland. While the author studies in a mainland university and practises in a Taiwan-owned enterprise, a lot of problems have been found such as Taiwan-owned enterprises fail to attract high-quality local talents and it's difficult for enterprises to retain staff, etc. During the several years when been in the mainland for work and study, the author notices that except for the overseas-funded enterprises, local enterprises also grow vigorously, even develop into transnational enterprises.About the research subject, the author probes into the domestic and foreign documents in chapter two. In chapter three the appoint way for the administrative staff of Taiwan-owned enterprises in mainland and the faced problem that administrative staffs localization are discussed.In chapter four, on the research basis such as relevant problems like the influence of administrative staffs localization to the performance of organization, etc., a questionnaire investigation has been carried on to the Taiwan-owned enterprises in Xiamen, then statistical analysis has been proceeded to.In chapter five, by way of telephone interview withTaiwan-owned enterprise's owner in mainland, positive research is carried on relevant problems such as the course of personnel localization in Taiwan-owned enterprise, etc. Chapter six summarizes the result of the study and proposes suggestions of the research on the subject.Concerning the research result about the problem of administrative staffs localization in Taiwan-owned enterprises in mainland, through the discussion on the information in chapter three, the appointment mode of administrative staffs localization in Taiwan-owned enterprises and main problems that the enterprises face have been revealed. Consulted other successful cases and the method of the overseas-funded enterprises in mainland, corresponding countermeasures have been brought up. Through the quantitative research in chapter four, a conclusion that the proportion of the administrative staffs localization in Taiwan-owned enterprise has remarkable influence on the performance of organization performance but the local administrative staff has no notable influence has been come to. In the positive research of chapter five, the facing problems and corresponding countermeasures in the course of administrative staffs localization of Taiwan-owned enterprise have been put forward.
