With the development of productive forces and the keen competition of the market, in the enterprise operation of each section of increasingly fine, professional division, to organize the production and operation of enterprises effectively, it is essential that the administrative departments of the various departments for a unified command, unified leadership, otherwise the enterprise from each of the department due to a lack of organization, coordination will cause work progress not to be consistent, cause waste of resources, and finally form a bad enterprise competition ability, to realize the strategic goal of produce. This shows, administrative management of the enterprise is the central nervous system and the enterprise key high efficiency operation of the lubricating oil. In addition, the state-owned enterprise is a main stay of the economy in our country, The development of the quality of the whole country’s economic development plays a very important role. Therefore, state-owned enterprises shall establish and perfect the scientific performance management system, and through various means used effectively, can maximum transfer administrative personnel working enthusiasm and creativity, give full play to its "central nervous" and "lubricant" effect.But, because of the enterprise administration with it’s results not dominant, temporary, difficult to quantify and other characteristics, caused the enterprise staff at all levels to implement performance management in understanding many existing errors, in the design and implementation of performance management system when there are many shortcomings. In recent years, although the domestic appeared a lot of enterprise performance management problem research, but most focused on the organization and equipment department staff performance management, the administrative department of the performance management discuss and research comparatively less.Based on the reasons above, this paper will be the current state-owned enterprises in administrative staff performance management’s problems as the research object, and taking the large-scale state-owned enterprise HL group as an example. The main issues of this study can be summarized as:it pointed out that the current state-owned enterprises in the implementation of administrative personnel performance management problems, analysis the causes of these problems, and according to the related theory and method, in combination with the characteristics of administrative management state-owned enterprises, to study how to improve the administrative work of state-owned enterprises, to make it more effective, and then promote the development of enterprise.This paper is divided into five parts, the specific frame and main contents as follows:The first part is introduction. Mainly explains the research background and significance, the domestic and foreign research review, the purpose, content and method.The second part is related to the introduction of the concept and theory. Through this part of the concept, theory and method is introduced, the question behind, analysis, problem solving, to provide the basis.The third part is the state-owned enterprise of our country administrative personnel performance management present situation, problems and causes. From the part of the administrative management of the characteristics, combined with the administrative personnel to state-owned enterprises of performance management of current situation and related theory, puts forward relevant problems, and the causes of problems are analyzed.The fourth part is HL group administrative staff’s performance management present situation and analys. Take the HL group administrative personnel performance management for an example in this part, describe its present situation, through the analysis of existing system and related persons on the results of the survey, find problems and analyze the reasons. Finally, according to the performance management theory and methods, combined with the analysis of the before and puts forward the improvement measures.The fifth part is how to solve the administrative staff’s performance management problems. Before of the analysis indicates that the current administrative state-owned enterprises management performance management problems are mostly staff’s problems, so this part is mainly from the point of view of "staff’, this paper mainly discusses the corresponding countermeasures, including performance management concept, performance management skills, use of the psychological contract, at the same time, along with other measures and suggestions.
