Research On Multi - Level Cooperative Training Model Of High - Skilled Talents

In today’s world, with the rapid development of science and technology, the Internet plus, Big Data, 3D Printing and Artificial Intelligence have brought a large number of opportunities with which the firms can make great achievements. Also, such new technologies can forge totally different business states. Highly skilled talents, an important element of the high-tech fields, have played an important role in promoting the development of high technology; upgrading the industry; fueling the economic transformation. We are always paying much attention on cultivating the highly skilled talents. However, such jobs cannot be achieved by unilateral efforts. What is the role that the government should play in cultivating the highly skilled talents? For businesses, vocational colleges, and the society, how should they participate in cultivating the highly skilled talents with some methods and some resources? When it comes to the highly skilled talents, what they should do in this process?Taking Chaoyang as an example, taking advantages of the survey of the highly skilled talents in Chaoyang, with the guidance of the theory of human capital and the public goods, checking Beijing Statistical Yearbook and Labor Statistical Yearbook, I analyze problems of cultivating highly skilled talents like objectives, the distribution of resources, the communications and the law protection. I try to pinpoint the reasons from the government, businesses, vocational colleges, the society and individuals. Then with the reference of the advanced experiences abroad, I will offer suggestions from the above five facets. In a word, my goal is to create the multivariate synergy cultivation model from the above five units, to build our vocational training, education social system.
