With the optimization and upgrading of the industrial structure highly skilled talents are in great demand in Chinese economic development progress,and cultivation of skilled talents is crucial to the social development.The graduates from general colleges and universities can't satisfy the enterprises' employment requirements,while enterprises focus on utilization,in stead of cultivation,of highly-skilled talents for the purpose of maximizing their economic benefits.The new apprenticeship training mode covers the shortage of talent cultivation through emphasizing colleges-enterprises talent cultivation with enterprises as main training provider and employment as orientation,so as to cultivate such highly-skilled talents possessing profound theoretical knowledge and outstanding skills.JZ Group production staff is of highly skilled talents and deemed as the driving force for business growth.Due to change and new trend in the market and enterprises' talent demands,conventional training methods can not provide customized training and highly-effective management service as per customers' requirements,as a consequence,talent cultivation slows down and the effect is not so ideal.Therefore,converting daily operating process to project management process will improve management efficiency,thus increasing cultivation speed and efficiency.A technician training school established by JZ Group provides sound environment for the application of new apprenticeship system.This paper,based on JZ Group's new apprenticeship training process,set forth the program management process of such talent cultivation.Based on the actual difficulties,such as shortage of highly-skilled talents and relevant restricted cultivation mode,and by reference to bibliographies in connection with talent cultivation,new apprenticeship system program and project-based management theories,this paper put forward the project-based management of highly-skilled talent cultivation process and research mode in the prospective of new apprenticeship system.Furthermore,this paper analyzed necessity and feasibility of the highly-skilled talent cultivation based on new apprenticeship system,introduced the current situation and basic information of talent cultivation project JZ Group in terms of JZ's abundant project experience,sufficient fund support and sound external resource environment.In addition,the paper substantiated JZ Group's highly-skilled talent cultivation project-based management system from four aspects: initiating,implementing,control and enclosure of the project-based management mode,and discussed the following management issues: target,human resource,progress,quality,cost and risk management.Finally,through studying JZ Group's highly-skilled talents pilot project based on new apprenticeship system,this Paper gave the appropriate talent cultivation measures to support subsequent project–based management.Project-based management method is an important mean for highly-effective and continuous development of talent cultivation work and may be used by enterprises and technician training schools for reference.
