At present, the traditional manufacturing enterprises in our country are faced with great pressure. On the one hand, manufacturing enterprises, especially the developing mode of traditional manufacture enterprises are unsustainable. it’s so urgent to upgrade its development mode. On the other hand, our country is lack of the high quality human resources. Not only the insufficient high-tech talent, but also the lack of high-skilled talents, which restricts the transformation and upgrading of our country’s traditional manufacturing. The study researches our country’s traditional manufacturing high skill talented person cultivation mechanism, in order to promote enterprises to speed up the transformation and upgrading, based on the background of "the fourth industrial revolution".As an important part of talent team in China, the high-skilled talents are the support of core competitiveness in traditional manufacturing. They strengthen the integration of Internet and traditional industries depth intellectual protection. On the reality of our country, there are many problems in the development of high-skilled talents in traditional manufacturing. Such as the insufficient total amount, uneven distribution, imperfect training and evaluation system unreasonable, etc. They restrict the change of China’s economic development mode and the upgrading of traditional manufacturing industry. Therefore, it’s urgent to perfect the traditional manufacturing high-skilled personnel training mechanism.The study expounds the related theory of high-skilled personnel training firstly, including labour market segmentation theory, Human Capital Theory, the Theory of competitive advantage and so on. And on the basis of the domestic related research are reviewed. The relationship between the high-skilled talents and the traditional manufacturing industry is analyzed. After that, the status quo of high-skilled talents in Hubei province is introduced based on the data of survey. At last, the suggestions of improving cultivation mechanism of high-skilled talents in traditional manufacturing enterprise are putting forward combined with the developed countries on the basis of the advanced experience of high-skilled talents. The suggestions are mainly from investment, training, incentive and evaluation steps.
