Abstract/Summary:
Human resources is the first resource,and talented personnel is the most significant advantage.Given a series of pressures from global energy shortage,resource constraints and environmental crisis,it’s an inherent demand of economic development to increase human capital investment and human resources development.High-skilled personnel,being an indispensible part of enterprise personnel team,is the foundation to build core competitiveness and access to competitive advantage,is the direct creator of the enterprise’s ultimate product.They play an irreplaceable role in improving core competitiveness of enterprises,promoting transformation of technological innovation and scientific and technological achievements,and representing technical level,technological progress and development potential of a enterprise.YK Group is a study object of typical representation for it is,a large-scale state-owned traditional energy company,having strong influence both in China and foreign countries.During the process of study,collection,sorting and generalization was firstly made on references,documents and research papers of China and foreign countries,then taking YK Group as a study case,collection and analysis was made on information concerning YK Group development strategy and human resource planning.By means of further in-depth interviews and questionnaires and in combination with relevant theoretical research,the existing problems in YK Group’s high-skilled personnel training was found out and corresponding recommendations were made as following:(1)Through analysis on the status and demand of highly skilled personnel of YK Group and based on questionnaire and interviews,this paper uses combined qualitative and quantitative analysis to identify and summarize the problems existing in training high-skilled personnel of YK Group.Currently,YK Group is encountering problems including great short of high-skilled personnel,personnel structure contradictions and serious brain drain,which are mainly due to backward management concept of high-skilled talents,valuing educational background than skill competence,thus providing limited growth room and rather low remuneration for high-skilled personnel.A high-skilled personnel training system has not been established yet.(2)To solve the problems in YK Group’s high-skilled personnel training,a "seven in one" high-skilled personnel training system should be established in line with YK Group’s development strategy and a high-skilled personnel training plan should be drawn with strategic view,of which,"seven" namely are strategic guidance,training and development,contest and selection,evaluation and finding,use and allocation,effective encourage and guarantee measures.The training system is to expedite high-skilled personnel training,facilitate efficient and flexible use of high-skilled personnel,and to improve mix,better allocation and improve skills of high-skilled personnel,and finally facilitate YK Group with adequate high-skilled personnel for upgrade development.The paper,based on relevant study and research in China and foreign countries,high-skilled personnel training policies,and experience and practice of some enterprises in some area,is trying to find a best high-skilled personnel training system suitable to YK Group.It also can be used as a guidance and reference to those large-scale enterprises likewise in term of high-skilled personnel training.
