In recent years, China is the crucial period of deepening and opening, of transformationof economic growth model. Therewith the situation of “mighty capital, vulnerable labor” inlabor relation, of the low social identity and self identity in skilled talents, together trigger thestructural contradiction in labor market and the short supply of skilled talents, which is theprimary cause that restrict the industries upgrade and companies’ core competitiveness.Therefore the cultivation of skilled talents that adapt to economy development with Chinesecharacteristics becomes a main task to the institutions concerned, and also a challenger tothem.From the perspective of cultivation institutions, the thesis aimed to figure out theproblems that exist in the cultivation of skilled talents in Shunde by the theory of humancapital. Compared to the perspective of traditional occupational education, this thesis intentsto solve the problem from the perspective of government’s policy making,company-orientation, cooperation between schools and companies, and to instill new idea andenergy into Sunde’s cultivation of skilled talents. The government’s policy and local source ofstudents should play key roles in the cultivation of skilled talents, the enterprise andoccupational education as complementary roles. At the same time, absorb skilled talents fromoutside. Thus form a new cultivation model of skilled talents, construct a steady system oftalents supply, optimize structure of human resources and promote quality of talents finally.The thesis is to expound the viewpoints mentioned above by employing the methods ofdocumentary analysis, comparative study and questionnaire. After analyzing the institutionalcauses in the cultivation of skilled talents, such as shortage of capital investment, of studentsource, of cultivation institution in enterprise, and unclear positioning in government’s role,the thesis raises a package of solution which is to build a promotion system that is integratedinto the national occupational qualification certificate for the skilled talents, to build adual-system model that is paralleled to occupational education, a dual system cooperatedbetween school and enterprise, and to built a collectivized cooperative model. And thepolicies can solve the problems of skilled talents cultivation fundamentally.
