Industrial restructuring, development of vocational education, the highly innovative and so on are the keywords of today’s society, and these keywords need practice by key personnel. Economic transformation and upgrading requires a lot of skilled workers and the creative work of highly skilled personnel would win great value for enterprises, which is improving the situation of low professional identity and low wages. To research professional development of highly skilled personnel incentive mechanism is of great practical significance to the stability of personnel.Firstly, through questionnaires, interviews and descriptive way of statistical methods in-depth understanding of highly skilled excitation current situation and existing problems, getting conciusion of support system is imperfect and ineffective implementation of the salary structure is irrational, the training funding is low. Followed by analysis of variance and post hoc test method to analyze high-skilled personnel preferences for various incentives, and draw different types of highly skilled personnel were no significant differences in incentive pay, but in the career development and unpaid leave on two significant motivators are difference.When given recommendations for highly skilled career development incentives, the paper explains by two classification, which are Career Theory and highly skilled vocational qualifications. Distinguishing career by age, enterprises should pay attention in the early career development of highly skilled vocational guidance and integration, the importance of individual career development in mid-career of highly skilled personnel, focusing in career later development of highly skilled work and leave balance. To encourage professional development of vocational qualification grading, to strengthen the training of senior workers, enhanced technicians and senior technicians sense of accomplishment, highly skilled personnel improve the career advancement channel to promote the personal and professional development.
