Small and micro businesses is an important basis for the development of national economy, playing a decisive role in expanding employment, increasing income, promoting the stable, national tax etc.. In recent years, the government vigorously support the development of Small and micro businesses, so as to create a favorable macroeconomic environment. However, with the growing of Small and micro businesses, the internal problems of human resource management especially the management problems of the core staff has become increasingly prominent; and because of the core employee has characteristics of high value, difficult to replace and deep influence, therefor it is of vital importance to Small and micro businesses. Hence, how to effectively introduce and manage the core staff, has become an urgent problem to Small and micro businesses.Based on the Small and micro businesses core staff management status of in-depth study found, big problems existing in the core staff selection, training, performance evaluation and other work. At the root of this, lack of scientific and reasonable management tools has become one of the important reasons. The competency model as an effective tool for human resource management, has been widely applied in all aspects of employee management, and plays an important role. Therefore, this paper attempts to study the competency model into Small and micro businesses of the core staff management.After discussing the competency model on the basis of related research, this paper selects the research management type, Small and micro businesses in marketing, technology three core employees; and compiled the competency questionnaire, using of SPSS17.0 the results of the questionnaire for statistical analysis, and finally construct the competency model of management, Small and micro businesses in marketing type, technology type core staff. And relying on Small and micro businesses of S company to carry on the empirical analysis, it discusses the application of the competency model in recruitment, S company’s core staff training and performance assessment, in order to provide some useful suggestions and references to Small and micro businesses core staff management.
