At present,internet and mobile internet are developing with surprising speed.Instantly innovative technology is promoting social model of production.And this trend also promotes rate of production.Therefore the operation mode of every field in this society change deeply.In the positive guidance of government and whole society,youth entrepreneneurship and grass roots entrepreneneurship are found in every field.And this trend will be enlarged instantly.For every small and micro business quickly finding and gathering staffs are rigid demand in this process.While they are not able to build their own recruitment team and platform with the shortage of capital and profession.Therefore,providing this standardizing service platform will promote their recruitment efficiency and effect.It also will affect the appliance of traditional HR business mode deeply.At first this thesis analyses the process of confirming staff demand,making recruitment plan,selecting staff and evaluating recruitment based on traditional HR business practice.And it also analyses the character of demanding talent,recruitment situation and difficulties for innovative small and micro businesses.Secondly,on basis of investigation and analysis this thesis states creative recruitment idea which includes from typical post competence model theory.Through extracting,inducing and summarizing the most demanding of typical post for innovative small and micro businesses,finally it confirms two typical posts of market development and technology research.Meanwhile,this thesis studies the basic competence concept,typical post competence model theory and the process of structuring post competence model.It also sets up post competence proper value dictionary.Then through literature research,sample sampling and data analysis,it concludes the quality and competence of two typical posts.And adhere to the demand of structuring post competence model it finds condition which is the core competence and confirms the professional core quality and common core quality through questionnaire and interview.At last it confirms the competence quality model of two typical posts.Then adhere to the content of competence quality model,the information which the interviewees supply and the process of uploading information it makes criticizing and recommending resume come true through setting up the step of getting and correcting interviewees' competence and quality and question options.It promotes the rate of searching and selecting resume.At last,applying My Eclipse development platform,My SQL database it develops recruitment platform on-line which includes resume information matching and resume recommending for small and micro businesses through tomcat server and Java development language.Therefore it makes the new trend of recruitment process.
