As along with the transformation of medical mode and the constant improvement of people's healthy needs, a community health service mode of "Serious illness in the hospital, minor illnesses in the community, health care in the family" is on the rise. During the period of the national eleventh five-year plan, the key of the city health work is to establish and perfect a reasonable community health service system, in order to solve the problem of "medical treatment is difficult and expensive" which is chronically troubling the nation and people. For a long time, the residents' health documents are mostly static, without uniform standards and are not information-sharing "Death Files", so that a two-way referral between community and hospital is in name only. Low level of community health services technology can not be accepted by the masses. And while, large hospitals are overcrowded, most of whose work could have been done in the low-level hospitals or the community. As a result, the situation of the difficulty of medical service is artificially intensified. The community health service is an important part of the city health service, and is a basic link to realize the goal of primary health care.Based on the background of community health service project, this paper discusses how to construct a convenient and quick community health management information system for the residents to provide comprehensive, continuous, convenient, quick, economical and high quality health service.According to specific circumstances of the project, firstly, the Web application architecture, design patterns, frameworks and architecture are introduced. Secondly, three kinds of open-source frameworks are discussed which are the Struts, Spring and Hibernate, the function of the three frames respectively on the different levels of the Web application are analyzed. Finally, according to the hierarchical structure of J2EE, combined with the characteristics of Web applications, integrated Struts, Spring and Hibernate together, a common J2EE framework for enterprise Web applications is designed. In the paper, Struts is responsible for the presentation layer to realization page display, user requests and so on. Spring is responsible for business logic layer to complete the business logic, Transaction Processing and so on. Hibernate is responsible for data persistence layer to complete data persistence. Through the comprehensive analysis of Struts, Hibernate and spring's advantages and disadvantages, a community health management information system based on SSH is proposed which is a lightweight J2EE framework by the use of SSH. And then around Struts, Spring and Hibernate, and according to presentation layer, business logic layer and data persistence layer, the implementation of the community health management information system is detailed description.The practice shows that this framework can give full play to the advantages of each frame, reduce the complexity of the application development and improve the quality and efficiency of system development. Meanwhile it can improve the information system's simplicity, convenience, expansibility and the component's reusability.
