The Second Research Institute of CASIC(China Aerospace Science and Industry Corporation) is a research institute major military products. the state-owned enterprises to accelerate economic growth, responding to the requirements of the State Council, decided development of military, civilian products same time. Therefore, in recent years developed a number of civilian projects. For efficient, standardized management civilian projects, it is necessary to use project management software to have a process management. as the R&D man involved in project of civilian and military projects development both, and some projects still need some confidential level management, it can not use project management systems available in the market, and independent development of this system, that is "project management and organizational-level asset base management system", be called PAS for short.PAS is developed by R & D headquarters of the Second Research Institute of CASIC. PAS consists of three subsystems: the project management sub-system, organizational-level asset library management system and project management subsystem. The development of project management subsystem is based on CMM2, 3-level basic idea, from project planning, project tracking and monitoring to the end of the project management several aspects, and can improve the efficiency of the entire project management; organization-level asset base management subsystem development is based on the basic concept of CMM3 level, from an organizational perspective to fully grasp the actual situation of the project within the organization, analyze the organization's process capability level of project, thereby improving the process to achieve the development goals of the enterprise; project management is project sector have a project management of the project.Space arms and equipment system is a software-driven systems, software occupies an important position in the system, the reliability and development cycle of software directly affects the effectiveness of strategic significance and use. In order to explore a methodology that can ensure the software quality, and guarantee the development cycle, the PAS was been developed. we achieved good results under the guidance CMM standards. Several civilian products after the project started in strict accordance with the standards of management CMM3. Well-known "software crisis", simply is: software projects can not be completed on time as poor quality, and the costs over budget. This is a global problem. trying to resolve this crisis, we introduced the concepts of the software engineering process management and software engineering process improvement. SW-CMM (Software Capability Maturity Model) is a more common and effective software production standards. SW-CMM provides a ladder-type framework for software projects, based on the process improvement framework which from all past software engineering, drawing on lessons learned from previous software engineering. It tell us how a mature software organizations to manage software development , what are the main work, the relationship between these efforts, as well as the order, step by step and do a good job to make the software organization to mature.Currently, CMM certification has become a world-renowned software products permit to enter the international market. State Council issued the No.18 document to encourage the development of software industry and support enterprise get the CMM certification . Lenovo certified by the CMM 2, Neusoft shares through a CMM 3 level evaluation, which marks the CMM certification in China has made great progress. CMM has been developed to CMMI (Capability Maturity Model Integration, Capability Maturity Model Integration) phase.PAS focus on quality management systems to achieve project management, organizational-level asset management and electronic documents and document flow process treating, and includes event notifications and graphics assist processing. The whole system is divided into four subsystems, the user management subsystem, project management subsystem, organization-level asset base management subsystem, project management subsystem. the user management subsystem is increased which based on need of the user.
